Starting November 15, 2025, Armenia officially introduces a ban on the operation of vehicles without winter tires, a measure that will remain in effect until March 31, 2026.
The Ministry of Internal Affairs (MIA) emphasized that the regulation applies to all passenger cars and cargo vehicles with a maximum permissible weight of up to 3.5 tons.
According to the MIA, using summer tires in winter poses a serious risk to both drivers and other road users. The government’s goal is to enhance road safety during the cold months by ensuring that all vehicles are properly equipped for snow and ice. Drivers found violating the new regulations will face administrative penalties in accordance with national traffic laws.
The ministry also clarified that vehicles fitted with winter tires having a tread depth of 4 millimeters or less will be considered non-compliant. Statistical data from the Armenian police show that in previous winters, around 30% of traffic accidents were caused by worn-out or inappropriate tires.
Officials highlighted that the measure is primarily preventive rather than punitive. Winter tires offer better road grip, reduce braking distances, and prevent skidding on icy or snowy surfaces—an essential factor given Armenia’s mountainous terrain and frequent temperature fluctuations during winter.

Traffic police will carry out regular inspections, focusing especially on routes leading to northern and high-altitude regions of the country.
Offenders risk fines and other administrative sanctions stipulated by the Code of Administrative Offenses. This initiative is part of a broader government strategy to modernize and improve road safety infrastructure in Armenia. Over the past two years, the country has upgraded major highways, installed new traffic cameras, and introduced updated road markings. The enforcement of mandatory winter tires marks another significant step toward reducing accidents and promoting responsible driving behavior.
Authorities are urging motorists to prepare in advance by undergoing vehicle inspections, replacing tires, and ensuring their cars meet all winter safety standards. The Ministry of Internal Affairs stressed that road safety is a shared responsibility, and the cooperation of every driver is vital for preventing accidents and saving lives.
