Starting September 1, 2024, new baggage regulations will come into effect at all airports within the European Union, including those in Cyprus.
The announcement was made by the European Commission, aiming to create a unified and standardized baggage policy across all airlines.
What’s Changing with Carry-On Liquids?
Under the new rules, passengers departing from EU airports will still be allowed to carry liquids, gels, pastes, and aerosols in containers of up to 100 ml in their hand luggage. However, all such items must be placed in a transparent, resealable plastic bag before going through airport security.
This marks a rollback of previous relaxations implemented at airports equipped with next-generation C3 scanning systems, including some airports in Cyprus like Larnaca International Airport (LCA) and Paphos Airport (PFO).

Rules for Larger Liquids & Duty-Free Items
Liquids over 100 ml must be packed in checked baggage.
Exceptions apply for baby food and prescription medications.
Liquids purchased from duty-free shops inside the airport or during a flight can be transported in hand luggage if sealed in official tamper-evident bags (with a red border) provided upon purchase.
These sealed bags must remain unopened until the passenger reaches their final destination.
New EU-Wide Size & Weight Limits for Hand Luggage
From September 1, all EU-based airlines will follow a standardized hand luggage policy:
Weight Limit: 10 kg total
Allowance: 1 cabin bag + 1 small personal item
Cabin Bag Dimensions: max 55x40x20 cm (including handles and wheels)
Personal Item: max 40x30x15 cm — must fit under the seat in front of you
Example: a handbag, small backpack, or laptop bag
These rules aim to simplify boarding, reduce confusion, and enhance security across all EU airports, including Cyprus.
