The Municipality of Paphos, one of the most popular tourist cities in Cyprus, has officially banned the use of electric scooters

The decision was announced by Paphos Mayor Phedonas Phedonos, who cited serious safety concerns for both riders and other road users.

According to the municipal council, electric scooters have proven to be a hazardous form of transportation, capable of causing accidents—some of which can even be fatal. As a result, the city will no longer issue licenses to rental companies operating electric scooters within Paphos. The previously granted permits to two rental companies had led to numerous problems, prompting the city to take strict action.

Tourist Fined for Scooter Violation

On October 1, 2024, Paphos police fined a foreign tourist €85 after his underage son was caught riding an electric scooter along the seafront promenade—a pedestrian-only area. Authorities ruled that the child posed a safety threat to pedestrians in this busy tourist zone, particularly along the Paphos Harbor and Municipal Beachfront.

Stricter Scooter Regulations Introduced in Cyprus

It’s worth noting that Cyprus had already toughened its electric scooter laws back in summer 2022. Under the updated regulations:

Scooters are allowed only on bicycle lanes, designated cycling roads, and specific pedestrian areas, if permitted by the local municipality (such as Nicosia, Limassol, or Larnaca).

Maximum speed is 20 km/h, and when used on sidewalks or squares, the limit drops to 10 km/h.

Pedestrian priority must always be respected.

Minimum age to ride: 14 years. If carrying a passenger, the second rider must be at least 12 years old.

Helmets and reflective safety clothing are mandatory.

Scooters must be equipped with brakes, front and rear lights, and a bell.

Both seated and standing models are permitted.

Fines for Rule Violations

€50 fine: For riding without lights, outside designated areas, or parking improperly.

€85 fine: For underage riders, exceeding speed limits, riding without a helmet, or breaking traffic laws.
